Image editing tools
There are any number of image editing tools, both free and some to purchase. Such as Paint shop Pro, Photoshop, Createonline, PhotoPlus, Gifworks, and of course Microsofts MS Paint which can be found in most accessories sections of Windows o/s.

For the beginer i suggest starting simple. One of the online free programs work well and can give you the basics to get started. If you find you enjoy making avatarts then perhaps move on too one of the more "professionel" editing tools,but for the most part the online ones work well for getting started.
